Mr. Kelly has 30 years of experience in the Simulation and Training (S&T) industry in the areas of Business Development/Marketing Analysis, Business Unit Operations (P&L Center) Management, Competitive Assessments, Strategic Planning, Program Management, and Federal Legislative Strategies. He is a Business Development consultant in the S&T industry and has served as Chairman of the Board of the National Center for Simulation. Mr. Kelly formerly was a VP for Business Development for General Dynamics, a VP for Veridian Inc., and General Manager of a business unit for Veda Inc. Mr. Kelly has excellent customer interaction, communication and presentation skills.

Specializing in assisting companies in the development of S&T marketing strategies, market analysis, strategic planning, identification of opportunities, positioning/bidding U.S. Government contracts, and Federal Legislative/Appropriations strategies. Mr. Kelly analyzes the entire US DoD S&T market for clients (including the industry’s market leader of DoD MS&T training systems) and provides recommendations regarding S&T market trends and strategies. Primary customer expertise is the DoD S&T community as well as NASA, U.S. Special Operations Command, Department of Homeland Security R&D, and the U.S. Congress. Mr. Kelly has strong relationships with multiple senior managers in a number of DoD agencies and commands and industry.

Chairman of the Board (2003 – 2009). NCS is a nationally recognized organization representing the S&T industry. As Chairman of the Board, was responsible for oversight of the corporation, including directing the organization’s vision and developing the strategic plan. In executing the duties of Chairman, Mr. Kelly engaged in regular communication with senior members of the Military, US Government, and S&T industry.

Vice President Business Development. Mr. Kelly had the primary business development responsibility for the following accounts: NAVAIR TSD, PEO STRI, NASA, SOCOM, SOUTHCOM, Cape Canaveral Air Force Station, Patrick Air Force Base, and Department of Homeland Security R&D. He also was responsible for implementing the federal legislative program for multiple business units within General Dynamics. Mr. Kelly coordinated marketing efforts of S&T opportunities across multiple business units.
Specific accomplishments: Obtained winning positions on the NAVAIR TSC II and PEO STRI STOC contracts; Identified multiple future delivery orders on these contracts; Performed an analysis of the entire US “Virtual” S&T market, to include competitor positions; Identified over $100M in potential federal appropriations; successfully captured multiple R&D contracts.
Veridian Inc. (Information Solutions Div.)
Vice President. Responsible for growth and management of a P&L center for an S&T business unit with operations in multiple states. Programs under Mr. Kelly included military training systems contracts in the areas of aviation, surface, subsurface and land trainer and simulation systems. Diversification of the business unit was achieved by winning multiple contracts with the Departments of Defense, Education and Transportation and successfully pursuing Congressional Appropriations. Successfully transitioned the Business Unit into the fields of Simulation Based Acquisition (SBA), development of Immersive Simulators for Individual Combatants, and software development.
Veda Inc.
General Manager Orlando Office/Program Manager. Responsible for financial health and growth of the Orlando Business Unit. Prepared/presented the “Modeling, Simulation and Training Vision” to the company’s senior management. Served as proposal manager on a $50M proposal (Army). Performed program management tasks on military (Navy, Army, Foreign Military Sales -FMS) training systems programs. Planned, organized, directed and managed projects. Increased business unit revenues tenfold from $600k to over $6M.
